Direct answer: Out of the box, Microsoft 365 is configured so a new business can get up and running quickly — not to withstand modern invoice fraud or pass a Cyber Essentials assessment. Across the small and mid-sized professional firms we audit in Cardiff and South Wales, the average unhardened Microsoft 365 tenant passes only 6 to 10 of the 28 core security controls below. Here is how to check all 28 in your own tenant — or have us run the check for you, read-only and free of charge.
Why Microsoft Secure Score only tells half the story
If you open the Microsoft Defender portal (security.microsoft.com), you will see a percentage called Microsoft Secure Score. While it is a useful rough barometer, relying on Secure Score alone leaves blind spots that attackers and Cyber Essentials assessors look for straight away:
- It doesn’t know who still works for you: Secure Score won’t flag two former contractors or a leaver whose account still has
Sign-in allowedenabled six months later. - It doesn’t flag everyday Global Admins: If a company director or partner reads their daily email using an account that also holds Global Administrator privileges, that is an automatic fail under Cyber Essentials — and turns a single phished link into a total firm lockout.
- It doesn’t inspect your SharePoint folder permissions before you turn on AI: If your Management & HR or Partner Accounts SharePoint site accidentally includes the default
Everyone except external usersgroup, any staff member using Microsoft 365 Copilot can surface confidential payroll or partner drawings in seconds.

Whether you check these yourself in Entra ID, Exchange Online and SharePoint Admin, or ask your IT provider to confirm them, we group the 28 essential controls into six clear areas. Controls marked Cyber Essentials are mandatory blockers for passing Cyber Essentials v3.3.
1. Identity & Sign-In (7 checks)
Check these in the Microsoft Entra admin center (entra.microsoft.com) under Protection → Authentication methods and Conditional Access:
| Code | What to check | What "Good" looks like |
|---|---|---|
| ID-01 Cyber Essentials | MFA enforced for every active user | 100% of users enforced via Conditional Access or Security Defaults (zero legacy "Per-User Disabled" exceptions). |
| ID-02 Cyber Essentials | Legacy authentication blocked | IMAP, POP3 and Basic Auth SMTP blocked tenant-wide so attackers cannot bypass MFA prompts. |
| ID-03 | Phishing-resistant MFA & Number Matching | Authenticator Number Matching active; FIDO2 passkeys for directors/admins; SMS fallback disabled once enrolled. |
| ID-04 Cyber Essentials | Conditional Access baseline active | If Security Defaults was ever turned off, a tenant-wide Conditional Access baseline must cover every user and app. |
| ID-05 | UK / Approved country sign-in lock | Entra Named Location blocking sign-ins from outside the UK & Ireland unless a staff member is in a travel group. |
| ID-06 Cyber Essentials | Password expiry disabled + banned password list | Passwords set to never expire (per NCSC guidance) paired with Smart Lockout and firm-specific banned words. |
| ID-07 Cyber Essentials | Dormant & ex-staff accounts disabled | Zero sign-in-enabled accounts inactive for >90 days; former staff converted to disabled Shared Mailboxes. |
2. Privileged & Admin Access (4 checks)
Check these under Entra ID → Roles & administrators → Global Administrator:
| Code | What to check | What "Good" looks like |
|---|---|---|
| ADM-01 Cyber Essentials | Global Administrator count (2 to 4 max) | Only 2 to 4 accounts hold permanent Global Admin rights; no external web developers or former IT contractors left in the role. |
| ADM-02 Cyber Essentials | Separate unlicensed admin accounts | No director, partner or engineer reads daily email or browses the web logged into an account with admin privileges. |
| ADM-03 | Emergency "break-glass" accounts | Two cloud-only .onmicrosoft.com emergency accounts secured with FIDO2 keys / 24+ char vault passwords. |
| ADM-04 | Admin session lifetime & re-authentication | Admin portal sessions require re-authentication every 8 hours with persistent browser cookies disabled. |
3. Email & Anti-Phishing (8 checks)
Check these in the Exchange admin center (admin.exchange.microsoft.com), the Defender portal, and your public domain DNS records (or run our DMARC & email security check):
| Code | What to check | What "Good" looks like |
|---|---|---|
| EXO-01 | External email auto-forwarding blocked | AutoForwardEnabled = Off in Outbound Spam Policy so compromised mailboxes cannot silently forward client threads externally. |
| EXO-02 | Hidden inbox forwarding rules audit | No suspicious client-side inbox rules forwarding copies of invoices or remittances to external addresses. |
| EXO-03 | SPF record hardened | Single DNS TXT record ending in -all or ~all with fewer than 10 DNS lookups. |
| EXO-04 | DKIM cryptographic signing enabled | 2048-bit selector1 and selector2 CNAME records published and active on your custom domain. |
| EXO-05 | DMARC policy enforced (p=quarantine / p=reject) | Moved past monitoring-only (p=none) so fake invoices spoofing your domain are blocked. |
| EXO-06 | External sender warning banner | Native Outlook External tag enabled so staff spot display-name impersonation immediately. |
| EXO-07 Cyber Essentials | Shared mailboxes blocked from direct sign-in | accounts@, enquiries@ and reception@ have direct sign-in disabled in Entra ID (accessed via delegation only). |
| EXO-08 | Defender Safe Links, Safe Attachments & Impersonation | Real-time URL detonation and Partner/Accounts display-name impersonation protection active. |
4. SharePoint, OneDrive & OAuth App Consent (4 checks)
Check these in Entra ID → Enterprise applications → Consent and permissions and the SharePoint admin center:
| Code | What to check | What "Good" looks like |
|---|---|---|
| SPO-01 | Third-party OAuth app consent restricted | Users cannot self-approve unverified 3rd-party apps requesting access to read their mailbox and OneDrive files ("Consent phishing"). |
| SPO-02 | Anonymous "Anyone with the link" sharing | Default sharing set to Specific People (or mandatory link expiry and view-only restrictions enforced). |
| SPO-03 | Internal SharePoint & Copilot oversharing check | Sensitive HR, Finance and Partner sites do not include the Everyone except external users group. |
| SPO-04 | External guest account hygiene | Stale #EXT# guest accounts reviewed every 6 months and guest invitations restricted to authorised staff. |
5. Audit Logging, Backup & UK Data Residency (3 checks)
| Code | What to check | What "Good" looks like |
|---|---|---|
| GOV-01 | Unified Audit Log & Mailbox Auditing active | AdminAuditLogEnabled = True so forensic investigators can see exactly what happened if an incident occurs. |
| GOV-02 | Independent cloud-to-cloud M365 backup | Daily immutable off-tenant backup for Exchange, OneDrive and SharePoint beyond Microsoft’s native recycle bin. |
| GOV-03 | UK data residency verification | Tenant region verified so Exchange, SharePoint and Teams data at rest stays in UK data centres (London & Cardiff/Newport). |
6. Devices & Endpoint Compliance (2 checks)
| Code | What to check | What "Good" looks like |
|---|---|---|
| DEV-01 Cyber Essentials | Intune MDM & BitLocker recovery key escrow | All company laptops have BitLocker recovery keys escrowed in Entra ID so you can prove encryption if a laptop is lost on a train. |
| DEV-02 Cyber Essentials | Personal mobile & unmanaged home PC controls | Full PST/file downloads blocked on unmanaged home PCs; App Protection PIN enforced on work email on personal phones. |
Why this matters for law firms, accountants and commercial insurance
If you run a solicitors’ practice or an accountancy firm, your professional indemnity and cyber insurance renewal questionnaires now routinely ask four specific questions:
- Is multi-factor authentication enforced on all remote access and cloud email accounts?
- Are privileged administrator accounts separated from everyday email accounts?
- Do you maintain offline or immutable backups separate from your primary cloud tenant?
- Are SPF, DKIM and DMARC enforced to prevent email spoofing?
Ticking "Yes" on an insurance proposal form when two former contractors still have un-MFA'd mailboxes or Global Admin rights are attached to a partner's daily email can give an underwriter grounds to dispute a claim. Running a read-only 28-point check gives you documented proof of where you stand — and a clear list of fixes that usually take a day or two to complete.

What is a good Microsoft Secure Score for a small business?
Most default Microsoft 365 Business Standard or Business Premium tenants sit between 35% and 50% on Microsoft Secure Score. After hardening the 28 core controls across MFA, admin account separation, email authentication and SharePoint permissions, a well-configured SME tenant typically scores between 75% and 88%.
Why isn’t Microsoft Secure Score enough on its own?
Microsoft Secure Score is a helpful starting point, but it doesn’t flag several of the most common real-world causes of SME breaches: ex-staff accounts left active, shared mailboxes with direct sign-in enabled, hidden inbox auto-forwarding rules, or internal SharePoint folders accidentally shared with “Everyone except external users” ahead of a Microsoft Copilot rollout.
Which Microsoft 365 settings are required to pass Cyber Essentials?
Under the current NCSC and IASME Cyber Essentials requirements, your Microsoft 365 tenant must enforce multi-factor authentication (MFA) on all user and administrator accounts, use separate non-mailboxed accounts for Global Administrators, block legacy authentication protocols, disable direct sign-in on shared mailboxes and former staff accounts, and track device compliance and BitLocker encryption.
Can we check all 28 Microsoft 365 settings without changing anything?
Yes. Our free, read-only 28-point Microsoft 365 security audit inspects your tenant configuration and public DNS records in around 10 minutes on a short Teams call, producing a Red, Amber and Green report with the exact fix for each finding.
